美国新玩具安全规范ASTM F963-2008将于8月14日生效

2009年7月20日,据美国玩具协会网站消息,玩具安全规范新版本(ASTM F963-2008)由美国试验与材料协会于2009年2月17日公布。ASTM标准由指南和测试方法两部分组成,旨在保护儿童免受各种潜在危险,包括铅的暴露、窒息、锋利边缘等。新版本的变化包括了为玩具中的磁铁部件及其他一些潜在危险制定的新安全准则;新版本取消了对玩具箱的要求。根据美国消费品安全改进法(CPSIA),ASTM F963从2009年2月10日开始已经成为联邦强制性安全规范,新版本的生效日期为2009年8月14日。

New Edition of ASTM F963 to Become Effective on August 14, 2009; Toy Chests Excluded
A new edition of the Consumer Safety Specification for Toy Safety, ASTM F963-2008, was published on February 17, 2009, by ASTM International. The standard includes guidelines and test methods to protect children from a wide range of potential hazards, including lead exposure, choking, and sharp edges. Changes included in the new edition include new safety guidelines for magnetic components in toys and a number of other potential hazards.
Under the terms of the Consumer Product Safety Improvement Act (CPSIA), F963 became a federally mandated safety specification on February 10, 2009.   Under the law, the 2007 edition of the standard remained mandatory until the U.S. Consumer Product Safety Commission (CPSC) agrees that a revision to the standard improves safety. 
After careful consideration, the CPSC determined that the proposed revisions to F 963-07e1 regarding toy chests did not improve the safety of the consumer product and – via an included cross-reference – would have changed the requirements from mandatory consumer product safety standards that are fully enforceable under the law into voluntary industry standards.
As a result, ASTM International was notified that, with the exception of the cited revisions to the requirements for toy chests found in Sections 1.4, 4.27, and 8.14, the ’08 edition of the standard shall become effective on August 14, 2009; the requirements for toy chests found in the ’07 edition will remain mandatory.
